Haha, i think you'll find that the ineffeciency of that court or both those courts should be qualifications of those courts to be under the jurisdiction of the U.N. but that aside when i said the people he attacked, i mean it in the sense that the country he committed war crimes against should have the right to try him for crimes against them. Technically the crimes were against them, the crimes were against their people and it happened on their soil. I.e. just like any other crime would be tried by their government or prosecuted this is no different, happened against them as a state this time that's all, as an act of war.
