Now that's a crazy conspiracy theory if I ever heard one.
First, the free market can't make oil appear beneath the surface of the earth no matter how much it clenches its fist and wishes. If there actually WAS tons of oil there, do you think environmentalists would stand a chance, they've lost so much ground since the 70s its not even funny. Its just that EVERYONE in congress knows that this is about Ted Stevens rewarding oil contractors who have funded his campaign. The oil isnt even where the money is, the money is in the infrastructure needed to GET the oil.
Second, the government is using liberal environmentalists (the same environmentalists that it constantly fights on things like clean water, clean air, species preservation and renewable energy) in order to prevent domestic drilling because it helps our allies economically?
The logic is all twisted up. Our limited oil reserves and Middle East's massive oil reserves is predictive of our foreign policy, not the other way around. Do you think we would give two shits about middle east peace if we didn't have a stake in that regions petroleum. I give you our foreign policy towards Africa as exhibit A. Rwanda, Darfur major humanitarian crises, we kind of care a little bit about the second and completely ignore the former until a movie comes out a decade later (which you've all forgot about by now as well). There's just as much instability there as there is in any region, but our involvement is nearly non-existent.
Having a stake in middle east politics is the easiest way to ensure our oil consumption future, particularly in an age where everyone is predicting a decrease in oil supply.
