I always find it strange that only reasonable people agree with me.

They get lower rates and some towns offer exemptions in excess of state regulations. There are also exemptions for folks with lower incomes. Rates vary widely from town to town.
They also have lots of time to get familiar with their local and state government and get involved.

ahoy Traveler,
i think changin' the title to reflect "reality" here be a mistake, matey, though i understand that probably all sorts 'o work goes on behind the scenes to keep USPO runnin' ship shape.
the dialogue in both houses 'o congress (and to be frank, in the White House) is bein' driven entirely by the Tea Party caucus. the statistical reality in the senate, in the case 'o the OP's point, be irrelevant. all the talk 'o cuttin' government, somethin' that permeates the government, is bein' driven by the right.
...and, don't fergit, the current status quo we have in congress, regardin' our nation's spendin' and plan goin' forward, be 98% 'o what the House Majority Leader, Mr. Boehner, wanted.

ahoy Goober,
actually matey, i kinda do think that most 'o the fault lies with the voters.
they want small goverment...but they also want the Patriot Act.
they want limited spendin'...but not if ye touch thar farm subsidies.
they want to scale back entitlements...as long as its someone else's entitlements.
they want robust immigration policy...as long as it doesn't involve Texas or the farmin' states.
they want scaled back military spendin'...as long as it doesn't affect military contractors in thar own districts.
they don't know what they want.
