    Default Under the radar gun control?

    I heard noises early this year about the possibility of imposing further regulation on FFL dealers, but then (like everything else) the issue left the scene. Last week I received a certified letter from the ATF with a letter telling me that they have a new form ( Report of Multiple Sales of Other Disposition of Certain Rifles)
    that I must fill out. (There is already a multiple sales form for handguns).
    It states:

    1. This form is to be used by licensees to report all transactions in which an unlicensed person acquired, at one time or during five consecutive business days, two or more semi-automatic rifles larger than .22 caliber (including .223/5.56 caliber) with the ability to accept a detachable magazine.This form is not required when the rifles are returned to the same person from whom they are received.
    2. Item 2c - if this transaction includes additional weapon(s) connected to a previously submitted multiple sale, check "yes" and record the date of the previous multiple sale form. (For example, a multiple sale for dispositions made to the same unlicensed person on a Monday and Friday of the same week must be submitted on Friday. If an additional transaction is made to the same unlicensed person within five days from the Friday disposition, this disposition is connected to the previous multiple sale and you must check "yes" and record the date of the Friday disposition.)
    3. A separate form is to be submitted for each unlicensed person.
    4. Licensees must complete items 1 through 12, 15 and 16 entirely. Items 13 and 14 must be completed, if applicable.
    5. Business Entities - Information identifying the business entity must be recorded in item 13. If the buyer of the firearm(s) is a corporation, company, association, partnership or other such business entity, the person authorized to receive the firearms on behalf of the business entity must be identified in items 4-12 of this form.
    6. The report is to be submitted to: a. Copy 1 - The National Tracing Center no later than the close of business on the day that the multiple sale or other disposition occurs. You can either fax the form to 877-283-0288, or mail it to U.S. Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives, National Tracing Center, P.O. Box 0279, Kearneysville,WV 25430-0279. b. Copy 2 - ATF recommends that a licensee retain a copy and attach it to the back of the Firearms Transaction Record, ATF Form 4473, covering the transfer of the firearms.
    7. Additional forms may be obtained through the ATF Distribution Center, 1519 Cabin Branch Drive, Landover, MD 20785, (301) 583-4696, or online at ATF Online - Bureau of Alcohol, Tobacco, Firearms and Explosives.
    I can't help if this went thru under the radar or I just don't follow the news closely enough. I'm sure if I would have went to pro 2nd Amendment-NRA forums I would have seen it coming, but I don't visit them.
    This is pretty stupid, IMO. If a man wanted to buy 5 AR-15's all he would have to do is visit 5 different dealers. More forms, more ATF employees, more expense, more govt waste, no actual impact as the form intends.
    My prediction is they will also end up changing the questions on the regular Firearms Transaction Record Part I Over the Counter to include a question such as : Have your purchased or transferred a firearm in the past 5 days? That will probably show up under the radar as well.

    I read about this a couple of weeks ago and I believe that it applies only in TX, NM, AZ and CA. I'm also pretty sure that it was done by executive order.

    Only the states on the southern border?

    Does anyone share my opinion that this is a wasteful and ineffective attempt at stopping the flow of guns to Mexico? Next to go will be gun show sales by individuals, watch and see.

    I can see them trying..like with this move you're talking about. It won't work any better than any other laws trying to prevent guns from getting into the hands of criminals has.

    No matter what laws are on the books you are going to have a certain percentage of the population that is reckless/careless and an additional percentage that willfully circumvents the law. The results are all around us. It is for that precise reason that I choose to place the responsibility for self defense first on my own shoulders (waistband, actually).

    I just want to know how certain trade restrictions can apply only to specific states...

    Didnt we fight a war sometime back in the mid 19th century over just this kind of bullshit?
