Most highway construction sites I drive through are manned by people who barely speak English.
Doesn't make sense economically though. You take an older and more experienced man from the crew and pay him double digits to wave a flag, then hire his replacement with less experience, start him at the lower end of double digits, spend time training him thus slowing up the whole job. Or, you could keep your experienced older guy where he is and hire a woman for minimum wage to wave the flag.
BTW, I'm fairly sure a woman applying for the job is doing so because she needs to work.
