Once again, what specific legislative proposal did Obama put forward as President of the United States and LEADER of the Democratic Party do close Gitmo?

If Obama ever had any intention of closing Gitmo and restoring Habeas Corpus - as he so passionately proclaimed on the campaign trail - it would have been done by now.

US Attorney General Eric Holder said that this administration is trying to close Guantanamo finally down by 2012 before presidential elections. Interesting I thought they had given up on it already but that's what he said in front of the Civil Rights Committee of the European Parliament.
