Obama went before a joint session of congress the other day demanding that they "pass this bill" over and over again.
Does anyone here know exactly what bill he is talking about?
I looked on the Whitehouse website and it wasn't there.

He was referring to the bill for his administration. He was telling everyone to pass it like a hot potato.

Just for the sake of asking, did this president or his administration proposed a bill that he or his administration wrote ? Behind this question is my impression that he relies on the House or Senate to actually write bills, and he only makes proposals.

The Bill is written.
It was written by a lawyer for the public employees unions, and has been sitting a drawer for a long time, only recently circulated privately among a handful of Regime officials and Obamaton Congress-critters.
Unfortunately for them, it was written for a time when Congress is of full of Obamatons, and that is no longer the case.
